Although the Sustainable Development Goals (SDGs) are intended to be universal, the discussion of SDGs within the context of developed countries has largely been absent. To address this, this report introduces assessment tool for developed countries to identify top priority SDG targets, based on a set of criteria that include applicability, implementability and transformationalism.
